Common Water-retaining structures include water towers, reservoirs, and storage tanks. Their design, construction and inspection are based on the fundamental principles inherent in all concrete structures, however they are specialised in nature. Aspects such as watertightness, crack control, liquid loading, stability requirements, constructability and possible chemical exposure are all vital in their serviceability.  AS 3735-2001 (Concrete structures retaining liquids) takes precedence over AS 3600 in relation to the design of these structures but is regularly supplemented by Ciria C660 for crack control. During inspection, the generally non-marine nature of exposure to the asset, means less common grounds for deterioration may exist and must be investigated.

At this event we will explore the intricacies of these essential assets through the prism of the Structural Engineer, the Durability Consultant and the Water Authority, with a view to illustrate how they differ from other concrete infrastructure. The evening will focus on learnings from case studies and we hope to bring a diverse perspective to all that attend.


Cause and Repair of Early Age Cracks in Major Liquid Retaining Structures
Frank Papworth – Managing Consultant,  BCRC
Frank Papworth has over 40 years’ experience in concrete technology, durability design, and concrete inspection and repair consultancy.  He is a Durability Consultant for BCRC, a role he has filled on some of Australia’s largest projects including tunnels, bridges, buildings, reservoirs, wharves and desalination plants. He was inaugural Chairman of the Concrete Institute of Australia (CIA) Durability Committee from 2010-2015, was Chairman of fib’s Commission 8 ‘Durability’ until May this year and is Joint Chair of Model Code 2020’s action group (AG4) on durability. In 2014, he was awarded the Mohan Malhotra award for services to concrete durability and in 2019 was presented Life Membership of the CIA.

BCRC are frequently asked to investigate cracks in new liquid retaining structures and advise why they occurred, if they need to be repaired, and if so how to undertake a durable repair. The typical response is:
  • Çause: Use of AS3735 with no design for crack widths control. As CIRIA C660 gives way to CIRIA C766, CIA Z7/06 and UNICIV Report No. R-467, design becomes a minefield.
  • Repair need: The safe bet, which complies with the intent of AS3735, is to ensure cracks are not leaking by a certain time.
  • Durable repair: Self-healing is best, but ultimately intervention may be required. Healing by crystal formation, structural resin repair, soft reactive polymer injection and surface sealants, all with a plethora of materials and properties and application methods, make specification difficult.
These points will be discussed to shed some light on the issues.

Concrete Water Tanks in Western Australia – A durability perspective

Mohammad Mafizul Islam is a Principal Engineer at Water Corporation in WA. He has over 15 years of experience in concrete technology in Australia and overseas. He has previously worked for GHD and AECOM as a Materials and Structural Engineer. His areas of expertise include condition assessment, durability design, repair assessment of concrete structures, and bridge refurbishment.  He has contributed to the development of detailed condition assessment guidelines for previously for Main Roads WA and for the Water Corporation.

The Water Corporation owns and operates over 400 concrete potable water tanks across Western Australia. As many of them are aged (over 40 years old) the Water Corporation has an ongoing condition assessment program. This presentation will provide an overview of the Water Corporation’s concrete water tanks, the condition assessment methodology applied to those tanks, the common deterioration mechanisms and the proposed maintenance strategies to achieve the desired service life.


Peter Trinder, BG&E - Principal


Peter commenced his career in construction in 1978 and has worked in a variety of positions including concrete batch plant manager, site engineer, specialist materials consultant and concrete repair contractor. He was the Australian Manager of the materials technology consultancy group Taywood Engineering Limited, the national Concrete Technology Manager for GHD, Business Manager of the concrete repair division of Monadelphous Industrial Services and Concrete Technology and Durability Consultant with ANCON Beton.


He has recently joined BGE Materials Technology, as a Principal in their Perth Office. He is responsible for the development of this area of expertise within the region.


BG&E has been engaged as the Independent Durability Consultant on a number of Water Corporation circular water reservoirs from 2008 to 2019. This talk describes the approaches taken by designers and contractors to achieve durable and watertight structures and how various construction issues that had the potential to affect the long term performance of the structures were overcome.
