Asset management applies to all activities involved in servicing structural assets including roads, bridges, tunnels, stations, buildings, etc. – most of which have concrete elements. As structures are continuously ageing and deteriorating, asset managers need to understand the structures’ condition and structural capacity to ensure their ongoing safety. But safety is only one aspect of asset management.

This technical seminar looks at the key challenges in managing structural assets on the public transport network but also covers –

• asset management frameworks and tools
• the challenges of managing assets more cost effectively
• the challenges of achieving better design and delivery
• organizations’ challenges to evaluate multiple structures while competing for limited resources and trying to satisfy frequently conflicting objectives.

We are fortunate to host three widely published asset management practitioners who will share and discuss these challenges which highly relevant to Victoria and beyond.

Nicola Belcher
Nicola Belcher is currently the Director of Asset Management (Public Transport) at the Victorian Department of Transport (formerly PTV) where she has been since October 2017.  Prior to commencing at PTV, Nicola enjoyed an extensive career spanning the Defence and Local Government sectors, where she held a number of different Engineering, Asset Management and Traffic & Transport planning and management roles. Nicola holds a Bachelor in Mechanical Engineering, a Masters in Maintenance and Reliability Engineering and an MBA.

About Nicola's Presentation
Nicola will discuss some of the key challenges in managing the structural assets on the public transport network for the Department of Transport (DoT). The presentation will discuss how DoT is endeavouring to improve its understanding of the ‘state of the assets’ in terms of the remaining useful life, and the likely technology insertion in condition monitoring.  Nicola will also consider the challenges in managing major structural work in the current Victorian transport environment, including viaducts, elevated rail and underground tunnels. Nicola's presentation will cover -

• Current environment – Rail Franchise agreements (MR4), big build, disruption management
• MR4 - maintenance and renewal program & future asset strategies
• Challenges – knowledge of assets and asset condition, age of assets, expertise & experience in structural inspections, constraints on work on network, CAPEX vs. OPEX costs
• Technology insertion - digital engineering (BIM), modelling and machine learning, works planning, construction techniques (pre-fab, quick cure), recycled product, continuous monitoring (Fi Bridge)

Hessam Mohseni
Hessam Mohseni is the manager of Asset Performance and Assurance at the Department of Transport, Victoria. He finished his Ph.D. in Civil Engineering at RMIT and graduated with Master of Engineering (Structures) from the University of Melbourne and is member of Engineers Australia. He has worked as a Lead Research Fellow at RMIT University, as a Professional Engineer in Strategic Asset Management and Advanced Materials at AECOM and also as an Analyst at Port of Melbourne Corporation’s Asset Strategy team. He has many years of experience in research as well as engineering construction, consultancy and design. His current work and research interests are infrastructure management, risk and disaster resilience of bridges.

About Hessam's Presentation
Hessam’s presentation covers the Department of Transport, Victoria (DoT) asset management journey – from compliance to value-add. This journey looks at their –

• asset management tools
• asset management artefacts
• asset management process
• the develop improvement programs they use to address deficiencies in self-assessment; and
• how they improve the organisation’s level of maturity in relation to all asset management processes including ‘functional assessment’.
